There are two different causes of muscle tightness:
1. Shortened muscles
2. Protective tone

If you have an area that isn't responding to your consistent stretching, it’s more than likely that you don't have a problem of shortened muscles. But instead you have the problem of protective tone.
If that's the case, stretching won’t help. You need to start working on improving control of the joint. That’s the only way you're going to relieve the tightness.
